5　Individual Project Quality Evaluation

5.1　Basic Provisions

5.1.1　The individual project of the civil construction engineering，boiler unit，turbine generator unit，instrumentation and control，piping and system，equipment and system with the water treatment and hydrogen generation，welding engineering，processing preparation and electric device installation in the thermal power project shall be evaluated separately.

5.1.2　The individual project of the boiler unit，turbine generator unit，instrumentation and control，piping and system，equipment and system with the water treatment and hydrogen generation，and processing preparation in the thermal power project shall be evaluated separately according to this code.

5.1.3　For the project that is aimed to create high quality project，the Owner shall organize the participating units to set the quality objectives prior to commencement of the project；implement the management by objectives，work out the quality plans，define each party's responsibilities，strengthen the process control，and reinforce quality acceptance of each stage.

5.1.4　For evaluation of the individual project，the construction contractor shall carry out selfinspection as required by this part；the Owner is responsible for organizing the evaluation，and the supervisor or other evaluation agency carries out the evaluation；the supervisor or other evaluation agency shall collect the evaluation results，make analysis of them and form an evaluation report.

5.1.5　Individual project quality evaluation shall make comprehensive inspection of the quality of the work entity and the technical data.

5.1.6　Individual project quality evaluation shall be made only after the unit project acceptance is all qualified.

5.1.7　Quality evaluation of this individual project shall be made separately for the 4 project parts（scope）of the equipment installation，rotating machinery installation，piping and valve installation，and anti-corrosion，painting and insulation.

5.1.8　Each project part（scope）shall be separately judged according to the following six evaluation items：the construction site quality assurance conditions，performance testing，quality record，dimension deviations and limits measurement，implementation of compulsory provisions，and appearance quality.

5.1.9　Each evaluation item shall include a number of evaluation contents；each evaluation content shall be set with a standard score in accordance with its importance.In the process of carrying out the construction quality evaluation，each evaluation content is judged based on grade A，grade B and grade C，and takes the standard score of 100%，85% and 70% respectively.

5.1.10　The project construction quality evaluation shall focus on the implementation of scientific management，strengthen the project quality control，improve the management mechanism and make continuous improvement of abilities.

5.1.11　The focus of project quality control shall be on the site inspection of the raw materials，process quality control and function effect testing，improvement of management efficiency and operation skills.

5.1.12　The focus of project quality evaluation shall be on the scientific and technological progress，and application of advanced technologies in environmental protection and energy-saving.

5.1.13　The total scores of the evaluation of the individual project good quality shall be higher than or equal to 85 scores；when the total scores reach 92 and above，the individual project can be rated as good project of high quality level.
